Dubai Police Disrupt Major International Crime Network

In a significant move towards enhancing global security, Dubai Police have played a crucial role in dismantling a dangerous international criminal organization known as the “Fracharcy” gang, also referred to as “Witchcrafters.” This operation underscores the UAE’s unwavering commitment to combating money laundering and terrorism financing while fostering international cooperation in law enforcement.

Cracking Down on Cross-Border Crime

As part of its ongoing efforts to combat organized crime and terrorism, the UAE, under the auspices of the Ministry of Interior, has successfully contributed to dismantling one of the most notorious cross-border criminal gangs, the Fracharcy gang. This was achieved through a coordinated international operation dubbed “Harris,” in collaboration with Europol and the participation of Serbian and Spanish national police forces. Dubai Police recently announced the arrest of the gang’s leader, Marko Dordevic, as a pivotal element of this operation.

Details of the Harris Operation

The “Harris” operation, named to signify the high-level coordination among participating agencies, specifically targeted the Fracharcy gang, whose activities span Serbia, Spain, and other nations. Serbian authorities have been investigating violent conflicts between the Kavaš and Skaljari gangs in the Balkans, which have resulted in over 60 fatalities since 2014 due to a series of murders, arson, and bombings. In connection with a murder investigation in Belgrade on October 16, 2025, Serbian officials identified Dordevic as the mastermind behind these crimes, making him a wanted fugitive with an Interpol Red Notice against him, residing in Dubai.

Successful International Collaboration

Following the identification of Dordevic, Dubai Police implemented international cooperation procedures in line with established legal frameworks, culminating in the capture of the main suspect. This operation significantly contributed to dismantling the leadership structure of the Fracharcy gang. In Serbia, law enforcement conducted 22 raids across various locations, arresting 10 gang members and seizing encrypted phones, luxury vehicles, and nearly 300,000 euros in cash. In Spain, two suspects were also apprehended in joint operations in Valencia and Barcelona.

International Praise for Dubai Police

Europol’s reports, along with feedback from Serbian and Spanish authorities, highlighted the decisive role Dubai Police played in facilitating joint operations. Their exceptional readiness, technical capabilities, and operational efficiency showcased the UAE’s stature as a vital partner in the global fight against organized crime and terrorism. The successful execution of the Harris operation reflects the UAE’s long-standing commitment to collaborating with law enforcement agencies worldwide to address transnational criminal networks.

Strengthening Global Security

In reinforcing this collaborative spirit, Dubai Police emphasize that the success of Operation Harris embodies the UAE’s firm dedication to cooperating with law enforcement agencies globally. This ongoing partnership reflects their goal of combating cross-border criminal networks while upholding regional and international security, stability, and the rule of law. The extensive security collaboration between Dubai Police and Spanish authorities has taken on a new dimension, evidenced by the exchange of information on 26 cases and the successful apprehension of 29 internationally wanted suspects, promoting a justice system that transcends borders.
