DP World and the European Bank for Reconstruction and Development (EBRD) have signed a loan agreement worth up to 25 million euros to support the conversion of operations at the group’s Southern Container Terminal in the Romanian port of Constanța to electric power, in a move designed to improve efficiency and cut carbon emissions.
First green loan for the terminal
The financing is the terminal’s first dedicated green loan and forms part of a broader investment programme worth 100 million euros. The programme aims to reduce carbon dioxide emissions by more than 6,000 tonnes a year.
The investment marks another milestone in DP World’s strategy to lower carbon emissions in Romania and underlines its commitment to accelerating the shift towards more efficient, sustainable and lower-emission port operations.
Expanding electric operations in Constanța
Svetlana Balaban, chief executive of DP World in Constanța, said: «This investment embodies our vision to align the growth of the Southern Container Terminal in Constanța with DP World’s global commitment to reducing carbon emissions. By accelerating the transition to electric-powered equipment, we are not only strengthening our customers’ ability to build more resilient and sustainable supply chains, but also reinforcing Constanța’s position as a leading green container hub in the Black Sea region».
Part of a wider investment plan
The conversion of the Southern Container Terminal in Constanța to electric power is the latest stage in a long series of DP World investments to expand and modernise its operations in Constanța. In 2024, the group boosted its operational capacity by opening a dedicated container terminal for project cargo, along with a new roll-on/roll-off vessel terminal, as part of a 65 million euro investment. In December 2025, the company also completed a 119,000 square metre multimodal platform.
These investments have helped strengthen the terminal’s strategic role as a vital gateway linking Central Europe, the Black Sea region, Ukraine, Georgia and Moldova.
