UAE Cultural Diplomacy Reaches New Heights in Grand Finale

In a significant conclusion to its cultural programs for 2025, the Sultan Bin Ali Al Owais Cultural Foundation organized a pivotal seminar titled “Cultural Diplomacy of the UAE: A Soft Power That Crosses Borders.” The event featured influential figures, including Bilal Al Bodour, Chairman of the Dubai Culture and Science Symposium, Dr. Abdulaziz Muslim, President of the Sharjah Institute for Heritage, and researcher Dr. Youssef Al Hassan, with Dr. Sulaiman Al Jassim, Vice Chairman of the Al Owais Cultural Foundation, serving as the moderator. This gathering attracted numerous cultural and diplomatic enthusiasts invested in understanding the nuances of cultural diplomacy and its impact.

The Significance of Cultural Diplomacy

Dr. Sulaiman Al Jassim emphasized that culture has evolved into a strategic tool for building international relations and enhancing national images. He noted that today, soft power is an extension of modern diplomatic efforts, with the UAE skillfully leveraging it within its vision for cultural communication and openness to the world. “Cultural diplomacy of the UAE is fundamental to its global outreach,” he remarked, acknowledging how the nation has positioned itself to foster greater understanding among diverse cultures.

Understanding Soft Power

Dr. Youssef Al Hassan provided insights into the concept of soft power and the evolution of cultural diplomacy. He highlighted that the notion of soft power emerged in the late twentieth century as international relations evolved, requiring more impactful tools for engaging with nations. He explained, “Soft power relies on persuasion and allure, necessitating time and effort to build and establish.” Universities and research centers have become vital platforms for producing ideas and disseminating knowledge, thus becoming integral to modern cultural diplomacy.

He further noted that media is today’s key instrument in shaping public opinion and fostering connections among communities. The UAE has recognized the importance of this approach early on, adopting cultural diplomacy as a means to strengthen its relationships with countries worldwide based on mutual understanding and respect.

Showcasing UAE’s Cultural Soft Power

Bilal Al Bodour discussed various practical examples that epitomize the UAE’s soft power based on his diplomatic experiences. He pointed out that the UAE has supported cultural institutions globally and initiated projects to assist artists and creatives in their countries, substantially elevating its cultural presence abroad. “Since the establishment of the Federation, the UAE has embraced cultural openness, presenting Emirati writers and intellectuals to the world through local cultural magazines and platforms, which have played a substantial role in promoting Emirati creativity,” he stated. Al Bodour remarked that these cumulative efforts have laid the groundwork for a global cultural bridge, positioning the UAE as a hub for cultural and civilizational exchange.

Sharjah’s Role in Cultural Diplomacy

Dr. Abdulaziz Muslim examined the experience of the Emirate of Sharjah in solidifying the UAE’s cultural diplomacy, praising the pivotal role of His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, Member of the Supreme Council and Ruler of Sharjah. He noted that the Sheikh’s establishment of a comprehensive cultural approach has made culture a cornerstone in building the state’s soft power. “His Highness emphasizes the importance of culture in bridging communication with the world,” Muslim explained, referencing the creation of institutions focused on theatre, poetry, and the arts, alongside the launch of the Arab Cultural Institute in Milan and the Arab Studies Center in Portugal. These initiatives have significantly enhanced the UAE’s cultural presence internationally, opening new horizons for civilizational dialogue between East and West.

Muslim concluded by stating that the cultural initiatives spearheaded by the Ruler of Sharjah represent some of the most important pathways supporting the UAE’s cultural diplomacy. The ongoing efforts of these cultural advocates continue to inspire and shape the narrative of the Emirati presence on the global stage.
