Arab Ministers Harness AI to Enhance Government Services

The annual gathering of civil service ministers and heads from Arab nations in Dubai marks a significant step towards leveraging artificial intelligence for government enhancement. Under the title وزراء الخدمة المدنية في المنطقة العربية: شراكات في توظيف الذكاء الاصطناعي لتطوير العمل الحكومي, the discussions focused on fostering collaboration in adopting AI technologies, aiming to redefine the operational frameworks of Arab governmental institutions. Throughout the meeting, participants highlighted the findings from the report “حالة الإدارة الحكومية العربية,” which underscores the urgent need for integrating advanced technologies to streamline governmental processes and deliver better public services.

During this strategic fifth ministerial meeting, attendees examined ways to enhance Arab cooperation and share expertise regarding governmental administrative development. The key objective was to adopt innovative technologies and artificial intelligence to uplift the capabilities and skills of human resources within governmental entities. Discussions also centered around preparing Arab governments for future challenges by cultivating robust administrative frameworks that incorporate advanced AI governance models across the region.

Dr. Nasser Al-Hetlan Al-Qhtani, Director General of the Arab Administrative Development Organization at the Arab League, emphasized, “The ministerial meeting has solidified its position as an Arab platform to encourage and stimulate movement towards enhancing governmental administrative systems. We discussed the best methods to empower these systems through advanced technologies, including artificial intelligence and data analytics, which will expedite the efforts of Arab governments in adapting to modern administrative demands.”

Furthermore, Her Excellency Ahood Bint Khalfan Al-Roumi, UAE Minister of State for Government Development and The Future, noted that enhancing the Arab governmental administration system on a future-oriented foundation is a priority for the UAE government. She stated, “This reflects the Global Governments Summit’s message of providing a platform for partnerships and collaborative efforts aimed at developing strategies and innovating integrated solutions that lay the groundwork for future governments.”

During the meeting, participants delved into the outcomes of the “Report on the State of Arabic Government Administration: Practical Models for Adopting Artificial Intelligence 2026.” Dr. Yasar Jarrar, a member of the Board of Trustees of Mohammed Bin Rashid School of Government, presented insights from the report, which compiled surveys and dialogues with over 1,600 ministers, officials, and government employees to offer a pragmatic view of AI usage in Arab governments. The report emphasizes effective case studies of AI applications.

Dr. Fadi Salem, Director of Policy Research at Mohammed Bin Rashid School of Government, shared a roadmap for future AI governance in the Arab region, addressing how future technologies can substantially enhance governmental efficiency. These discussions highlighted the critical role of artificial intelligence in reshaping government design, decision-making processes, service provision, and the development of governmental capabilities.
