Cooling Load Guide Generates 560 Million Dirhams in Yearly Savings

In a significant move to enhance energy efficiency and sustainability in Abu Dhabi, the Department of Energy has introduced the “Cooling Load Guide.” This initiative aims to help reduce overdesign in air conditioning systems, potentially leading to annual savings of up to 560 million dirhams. With a strong focus on supporting the emirate’s 2030 energy and water efficiency strategy and achieving carbon neutrality by 2050, the guide presents actionable recommendations for optimizing resource consumption in building designs.

On July 4, 2026, the Department of Energy in Abu Dhabi announced the launch of the “Cooling Load Guide for the Emirate of Abu Dhabi,” which seeks to reduce the overdesign of air conditioning systems and lower cooling costs that can reach up to 560 million dirhams annually. This framework supports Abu Dhabi’s strategic goals regarding energy and water efficiency by 2030 and enhances efforts to use resources efficiently while establishing best practices in sustainable building design.

Studies indicate that air conditioning systems account for 60 to 70% of total electricity consumption in buildings. These systems are often designed with capacities exceeding actual needs by 25% to 35%. By selecting the appropriate capacities for air conditioning systems, savings of up to 35% can be achieved in installed cooling system costs. The implementation of this guide is expected to contribute to reducing the costs of new cooling equipment in buildings across the Emirate of Abu Dhabi, potentially saving up to 560 million dirhams annually.

Comprehensive Technical Framework

The “Cooling Load Guide” provides a comprehensive technical framework to address the challenges of overestimating cooling loads. The guide offers guidelines based on real data and global best practices for accurately calculating thermal loads and selecting equipment with appropriate capacities. It has been designed to serve as a technical reference for new development projects, with the potential to benefit from its recommendations in renovation projects and the evaluation of existing systems, thus enhancing efficiency and reliability at all stages of development.

Sustainable Design Strategies

The guide also highlights the importance of sustainable design strategies, such as climate-responsive architectural design, optimal building orientation, the use of natural shading, and effective space division. All these elements play a vital role in reducing cooling demand, especially when applied in the early stages of design.

Engineer Ahmed Mohammed Al-Rumaithi, the agency’s undersecretary, stated: “Abu Dhabi continues to enhance its position as a global model in adopting innovative policies and solutions that balance economic growth demands with resource conservation. This guide is an important step in achieving this direction, thanks to the integration of urban planning and energy efficiency.”

In a related context, Abdulaziz Al-Obaidli, the Director General of Regulatory Affairs, confirmed that “the launch of the guide represents a qualitative step towards supporting the development of a more sustainable and resilient urban environment. Accurate calculations of cooling loads and the selection of appropriate systems contribute to cost reduction and increased resource efficiency.” The “Cooling Load Guide” is available on the Department of Energy’s website, supporting Abu Dhabi’s strategic goals for energy and water efficiency by 2030, as well as achieving climate neutrality by 2050.
