On November 1st, Abu Dhabi hosted the fourth edition of the ENACT Council, attracting over 100 global leaders from the energy, technology, investment, and policy sectors. This gathering aimed to discuss investment priorities, advanced technology, and cross-sector partnerships essential for enhancing the resilience of global energy systems.
Building Resilient Energy Systems
With the increasing energy consumption of the global economy, the ENACT Council explored strategies for constructing more robust, intelligent systems capable of supporting sustainable economic growth. This entails investment in infrastructure and improving system flexibility through advanced technologies, including artificial intelligence.
The Need for Proactive Investment
Council analyses underscore the urgent need for proactive measures and early investments to bolster readiness and resilience, particularly in light of the sixfold increase in attacks on energy infrastructure globally over the past six years and the doubling of cyberattacks in the last two years.
Statements from UAE Leadership
Dr Sultan Ahmed Al Jaber, UAE Minister of Industry and Advanced Technology, CEO of ADNOC and its group of companies, and Chairman of both XRG and Masdar, stated, “In line with the vision and directives of our wise leadership, the UAE continues to establish itself as a key contributor to global energy security, which is foundational for economic stability. As global energy demand rises and challenges grow, we need systems capable of providing reliable supplies under varying conditions. This necessitates investment in enhancing production capacities, operational flexibility, and smart solutions that can predict and adapt to challenges while accelerating recovery from their impacts.”
Collaboration as a Path Forward
Al Jaber further noted that this year’s ENACT Council aims to foster joint collaboration across various sectors to solidify resilience in investment decisions. It emphasises the rapid deployment of artificial intelligence and robotics solutions and establishes partnerships that ensure energy security and promote economic and social growth.
Addressing Infrastructure Challenges
The ENACT Council, held in partnership with ADNOC, XRG, and Masdar, focused on addressing the challenges faced by energy systems through the integration of resilience in investment decisions and infrastructure planning. Additionally, the council examined the role of advanced technology in making these systems more adaptable and interconnected.
Expanding Its Global Reach
Since its inception in Abu Dhabi in 2024, the ENACT Council has expanded its initiatives, including a session held in Washington, D.C. The council persists in gathering leaders from the energy, technology, and investment sectors, concentrating on transforming discussions into actionable partnerships and developing practical, implementable solutions.
Positioning Abu Dhabi as a Global Hub
True to the longstanding Emirati traditions of constructive dialogue and mutual trust, the ENACT Council provides a comprehensive platform to enhance cooperation across diverse sectors. This year’s event precedes the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC 2026), allowing for a dialogue enhancement regarding investment priorities, technologies, and partnerships necessary for ensuring secure and reliable energy supplies, supporting global growth and progress.
Furthermore, the high-level dialogue sessions to be held during ADIPEC are set to cement Abu Dhabi’s position as a global hub uniting leaders from the energy, technology, and investment realms.
