Emirates Central Cooling Systems Corporation, known as “Empower,” has announced a significant 7.1% increase in the consumption of its district cooling services during the first half of 2025 compared to the same period in 2024. This surge in demand highlights the growing trend towards environmentally friendly cooling solutions, as more projects join Empower’s extensive portfolio.
Factors Driving Increased District Cooling Consumption
The notable rise in the consumption of district cooling services from Empower can be attributed to several factors. The occupancy rates in existing real estate projects have increased, alongside a growing number of developments recently integrated into the company’s offerings. This expansion has diversified Empower’s client base to include residential, commercial, hospitality, retail, and entertainment sectors, all of which are increasingly emphasizing sustainability and eco-friendly practices.
New Contracts and Enhanced Capacity
In the first half of 2025, Empower secured 86 new contracts, providing over 99,000 tons of cooling for various projects and buildings in Dubai. This led to an increase in the contractual capacity of the company, now reaching 1.86 million tons of cooling. Furthermore, the operational capacity saw a rise to over 1.6 million tons after adding approximately 38,000 tons, resulting in a total of 1,684 buildings benefiting from Empower’s cooling services.

Over the past five years, Empower has witnessed a remarkable growth trajectory, with an unprecedented 69% increase in the consumption of district cooling services from 2020 to 2024. The ongoing rise in annual consumption rates underscores the strong momentum for continued expansion and sustainable revenue generation for the company in Dubai.
