The Dubai Financial Department has announced its integration of artificial intelligence (AI) and digital twinning technologies to shape its strategic plan for 2027-2029. This initiative aims to enhance planning methodologies, improve decision-making quality, and increase the ability to foresee financial management shifts within the public sector.
Innovative Approach to Strategic Planning
This move aligns with the department’s commitment to leverage advanced technologies throughout the strategic planning process. Activities will commence with an assessment of both internal and external environments, identifying changes, formulating future scenarios, testing hypotheses and alternatives, and ultimately establishing priorities, objectives, initiatives, and performance indicators. The department emphasises that the application of AI in developing its strategic plan for the upcoming three years signifies its dedication to embracing more agile and proactive methodologies, in line with Dubai’s digital transformation objectives.

According to Aref Abdulrahman Al-Hali, Executive Director of the Planning and Public Budget Sector at Dubai Finance, “We strive to create a planning system capable of accommodating changes and testing future options before making decisions. This will facilitate the assessment of various alternatives and ensure resources and priorities are directed efficiently, supporting financial sustainability and preparing Dubai’s government for the future.”

In her remarks, Fatima Bati Al-Suwaidi, Director of the Strategy and Corporate Performance Department at the Dubai Financial Department, highlighted that the development of the strategic plan for 2027-2029 involves a reevaluation of conventional strategy-building approaches. This strategy will harness the capabilities offered by modern technologies in analysis, simulation, and foresight.
