Collaboration Between Abu Dhabi Authority and Gaming Regulation

On August 14, 2026, the Abu Dhabi Global Market (ADGM) Financial Services Regulatory Authority (FSRA) formalised a significant partnership with the General Authority for Regulating Commercial Games (GACG) in the UAE. This memorandum of understanding is designed to enhance regulatory cooperation and information sharing between the two entities, supporting their supervisory responsibilities.

Strengthening Regulatory Frameworks

The memorandum emphasises the shared commitment of both parties to maintain the highest regulatory standards through effective collaboration and information exchange. It establishes a structured framework for cooperation that aims to bolster the efficiency of oversight for regulated entities, while respecting the independent legal jurisdictions of each organisation.

Commitment to Transparency and Best Practices

This recent agreement reflects both parties’ ongoing efforts to cultivate a regulatory environment characterised by transparency and adherence to international best practices. Such initiatives are intended to promote responsible innovation and sustainable development within the markets.

Enhancing Regulatory Clarity

A primary objective of this partnership is to improve regulatory clarity for institutions operating within the ADGM and the broader financial services ecosystem in the UAE. This aim is pivotal in reinforcing trust in the country’s regulatory framework.

Statements from Leadership

Emmanuel Givanakis, Chief Executive of the FSRA, stated, “This memorandum represents a significant milestone in our journey to enhance regulatory cooperation. It reflects our shared commitment to advancing the regulatory framework. Close collaboration between regulatory bodies is foundational to maintaining market integrity, addressing emerging risks, and ensuring that regulatory frameworks evolve alongside the pace of innovation.”

Conversely, Kieran Carothers, Chief Executive of the GACG, remarked, “The commercial gaming sector is one of the newest regulated industries in the UAE. Its credibility will be built through such institutional cooperation. The memorandum between the GACG and the FSRA establishes a clear framework for information exchange and oversight coordination in areas where our jurisdictions intersect, which becomes increasingly important as the sector expands and the range of operators grows.”
