Maha Al-Qarqaoui: Enhancing Business Community Involvement in Legislative Development
The Dubai Chamber of Commerce, one of the three chambers operating under the Dubai Chambers umbrella, has intensified its efforts to strengthen partnerships between the public and private sectors during the first half of this year. This initiative has been bolstered through collaboration with various business groups and councils under the chamber’s framework.
In its commitment to enhance the legal and legislative frameworks that support private sector growth, the Dubai Chamber has reviewed 42 laws and draft laws in collaboration with business groups, marking an annual increase of nearly 56%. Furthermore, the approval rate for private sector recommendations during this period reached 73%, a notable rise from the 60% seen in the same timeframe last year.
During the first half of the year, the chamber also conducted 94 meetings with business groups and councils, discussing priority areas across various sectors, identifying major company needs to adapt to emerging changes, and formulating actionable recommendations that promote private sector growth.
These outcomes reflect the ongoing efforts of the chamber to foster cooperation between the public and private sectors, ultimately contributing to a more flexible and competitive investment environment in Dubai.
Advancing the Partnership Approach
Maha Al-Qarqaoui, Deputy Vice President of Business Community Support at Dubai Chambers, commented: “Enhancing the business community’s involvement in developing legislation and economic policies is a fundamental pillar to ensure alignment between regulatory frameworks and the priorities of the private sector and market needs. The increase in the approval rate of private sector recommendations, along with the intensified constructive meetings with business groups and councils, elevates the partnership approach and fosters effective dialogue.”
She further stated that the chamber launched three business groups during the first half of the year: the Dubai Contractors Working Group, the Holiday Homes Business Group, and the Construction Technology Companies Working Group. These new groups aim to support enterprises in these sectors, boosting their contributions to economic development and providing a unified representation to address their interests and concerns.
The business groups are focused on expanding communication and coordination channels with government entities and the private sector, proposing recommendations to improve the regulatory landscape and support long-term growth sustainability.
Supporting the interests of the business community remains a strategic priority for the Dubai Chamber of Commerce, given its pivotal role in fostering private sector participation and enhancing economic competitiveness. This is pursued by elevating the role of business groups in shaping regulatory frameworks and operational mechanisms across various economic sectors.
Business groups and councils play an influential role in the growth of commercial and economic activities in Dubai by ensuring representation across diverse economic sectors, facilitating constructive dialogue between the business community and relevant government entities, and supporting efforts to improve the business environment and promote sustainable economic growth in the emirate.
