Dubai Luxury Real Estate Sales Surge by 24.4 Percent

The Dubai prime homes boom is reaching new heights in 2025, evidenced by a remarkable 24.4% surge in property deals exceeding $2.7 million. As the residential market continues to thrive, nearly 6,000 transactions over AED 10 million ($2.72 million) were recorded by mid-November. This growth reflects an enduring demand from international investors and affluent individuals drawn to the emirate’s appealing lifestyle and economic landscape, establishing Dubai as a leading hub in luxury real estate.

Strong Market Performance

The latest insights from Savills Middle East’s Dubai Prime Residential Market report indicate that the impressive growth of 24.4% year-on-year is not merely a momentary trend but rather a continuation of five straight years of increasing transaction volumes and capital values. Such growth is primarily fueled by sustained demand from international markets and the influx of wealth, coupled with a limited supply of available properties in established luxury neighborhoods.

Key Drivers of Demand

According to Savills, Dubai’s stable political climate, attractive business environment, and favorable taxation policies have amplified its allure for high-net-worth individuals and families seeking relocation. Andrew Cummings, Head of Residential Agency at Savills Middle East, emphasized the city’s resilience, stating, “Demand from global and regional high-net-worth buyers remains strong, supported by wealth migration and limited supply.” He foresees villas continuing to attract buyers seeking spacious, family-friendly living, while premier branded and waterfront developments pique interest.

In this burgeoning market, off-plan properties emerged as a dominant force, with a staggering 73% of prime transactions in 2025 being off-plan. Major initiatives such as The Oasis, Palm Jebel Ali, Eden Hills, and Jumeirah Golf Estates Phase 2 have contributed significantly to this trend.

Off-Plan Activity Gains Traction

Off-plan villas alone represented 51% of transactions above AED 10 million ($2.72 million), reflecting evolving buyer preferences prioritizing space and privacy. Rachael Kennerley, Director of Research at Savills Middle East, remarked, “The prime residential market in Dubai has once again recorded record-breaking transaction levels, reflecting the surge in demand in this segment.” Given this robust growth, properties priced between AED 10 million and AED 20 million ($2.72 million – $5.45 million) dominate market activity, though the appetite for super-prime homes above AED 20 million ($5.45 million) is also noticeably strong, with both segments seeing 24% year-on-year growth.

Waterfront Developments in Demand

Dubai’s allure extends particularly to waterfront locations, where demand for prime apartments remains robust. The city has solidified its status as a global leader in branded residences, attracting affluent buyers to prime areas like Palm Jumeirah, Dubai Harbour, and Downtown Dubai. According to Savills, European buyers comprised a significant 58% of the $2.7 million-plus transactions, with Asian buyers following at 23%. This strong interest underscores Dubai’s reputation as a global wealth hub, where the business environment, lifestyle offerings, and overall security reinforce its attractiveness.

Looking ahead, the future seems bright for the Dubai prime homes boom. Savills anticipates that demand for both prime and super-prime residential properties will remain strong well into 2026. This expectation is bolstered by ongoing population growth, wealth migration, and shifting lifestyle preferences among buyers eager to invest in Dubai’s exclusive real estate offerings.
