Pioneering Sukuk Initiative Sees First Agreement with Abu Dhabi Islamic

In a significant advancement towards enhancing investment opportunities for individuals in the UAE, the Ministry of Finance has entered into a collaborative agreement with Abu Dhabi Islamic Bank (ADIB). This partnership marks the launch of the “Individual Sukuk” initiative, aiming to facilitate the investment of citizens and residents in government Islamic treasury bonds through innovative digital platforms. The initiative is designed to offer a secure and accessible means for individuals to engage in financial markets.

Details of the Agreement

With this new agreement, individual investors across the UAE can now begin their investment journey in Islamic treasury bonds via ADIB’s “Smart Sukuk” platform. This user-friendly interface enables investors to purchase segmented sukuk in smaller financial increments, thereby aligning with the Ministry of Finance’s objectives to expand the investor base and promote financial inclusion. The platform’s minimum investment starts at 4,000 AED, with increments of 4,000 AED, and a maximum cap of 28,000 AED per transaction.

Investment Flexibility and Accessibility

The “Smart Sukuk” platform stands out for its flexibility, allowing multiple transactions and investment options tailored for all individuals holding an Emirates ID or a UAE PASS account. Investors can easily complete the Know Your Customer (KYC) procedures digitally and gain access to the sukuk terms and transaction details. This approach fosters not just an investment opportunity but also promotes an understanding of the market environment.

Official Statements on the Initiative

Younis Haji Khoori, Undersecretary of the Ministry of Finance, stated, “The signing of the agreement with Abu Dhabi Islamic Bank is the first step in implementing the ‘Individual Sukuk’ initiative, reflecting the ministry’s commitment to translating the leadership’s vision to empower the community economically and enhance the culture of sustainable saving and investment.” He emphasized that the partnership represents a fruitful collaboration between the public and private sectors in developing innovative financial instruments supported by the government, contributing to widening the investor base and bolstering sustainable economic growth.

Jouan Owaida Suhail Al Ghaith, Chairman of Abu Dhabi Islamic Bank, expressed enthusiasm about being the first partner in this pivotal program. He noted, “By bridging the gap between institutional markets and those geared towards individuals, we allow everyone to invest in high-quality, low-risk sovereign sukuk backed by the government, fulfilling our commitment to innovation and financial inclusivity.”

Future of the Sukuk Market

All sukuk issued by the Ministry of Finance will be listed on the platform, except for those that are nearing maturity, without any need for approvals from regulatory authorities. Abu Dhabi Islamic Bank will manage the sukuk’s balance through initial allocations or secondary market operations. This seamless integration signifies a robust step towards mainstreaming Islamic financial products in the investment landscape.

Through the “Individual Sukuk” initiative, the Ministry of Finance and Abu Dhabi Islamic Bank are paving the way for a more inclusive investment environment, ensuring that all investors, regardless of their financial status, have access to secure and profitable investment opportunities. This collaboration not only promotes economic stability but also aims to foster a culture of prudent financial management among individuals.
