In a significant move to bolster the Kingdom’s creative economy, the Saudi Cultural Fund has launched a monumental $933 million initiative aimed at fostering cultural development across various sectors. This push, part of a broader strategy to attract private investment and elevate Saudi Arabia‘s cultural landscape, aligns closely with the nation’s Vision 2030 goals. The announcement, made during a high-profile conference organized by the Ministry of Culture, underscores the government’s commitment to nurturing a vibrant creative economy while enhancing public-private partnerships.
The conference, organized by the Ministry of Culture under the patronage of Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, highlights Saudi Arabia’s ambition to further develop its cultural economy and attract private sector participation.
Majed Abdulmohsen Alhugail, CEO of the Cultural Development Fund, stated, “As a center of excellence and financial enabler for the cultural sector, the Cultural Development Fund works to strengthen integration across the cultural ecosystem and deepen strategic partnerships with the private sector—driving the sector’s sustainability and long-term growth.”
Saudi Culture Investments
According to Alhugail, “The agreements signed during the Cultural Investment Conference reflect our commitment to advancing public–private partnerships through risk-sharing mechanisms and co-financing models that channel new capital flows into the cultural economy.”
He further elaborated, “These commitments mark a pivotal step toward building a thriving cultural sector that is globally competitive, generates investment and employment opportunities, and contributes to sustainable development.”
The initiatives announced during the conference encapsulated both investment and financing strategies. A key feature of this effort involves the establishment of three new investment funds, with the CDF serving as an anchor investor for two of them.
The first fund, the SR375 million ($100 million) Saudi Film Fund, sees CDF partner with BSF Capital as an anchor investor. Meanwhile, the SR300 million ($80 million) Fashion Investment Fund, initiated in collaboration with Merak Capital, stands out as the Kingdom’s inaugural dedicated fashion fund.
Saudi Arabia has launched $180 million investment funds for fashion and film, supporting growth in creative industries and advancing Vision 2030 cultural goals.
Kingdom Invests in Cultural Assets
The third fund, valued at SR850 million ($227 million), was introduced by the Cultural Assets Group, with SR200 million ($53 million) sourced from CDF as part of its mission to enable growth in the cultural sector.
The Cultural Assets Group Fund aims to invest across sectors including visual arts, fashion, digital content, experience design, and emerging technologies. The goal is to integrate public and private capital to localize intellectual property, attract international firms, and promote the sustained expansion of the cultural economy.
In parallel, the Saudi Film Fund, managed by BSF Capital, is set to invest in high-quality film projects and studio facilities both within Saudi Arabia and overseas, striving to bolster the Kingdom’s film infrastructure and broaden its international reach through partnerships with global production companies.
Similarly, the Fashion Investment Fund, overseen by Merak Capital, seeks to uplift local and regional fashion companies, creating robust supply chains and nurturing Saudi brands with the potential for global recognition while advancing the sector’s sustainability.
Financing Film and Fashion
On the financing front, CDF unveiled the Co-Lending Product, a groundbreaking initiative in the cultural sector developed in collaboration with five leading financial institutions.
In addition, five new financing products under the umbrella of “Cultural Finance” were introduced, which include:
- Receivable financing
- Revolving loans
- Bridge loans
- Medium- and long-term loans
- Micro-lending
Furthermore, the Fund solidified partnerships with three local banks to enhance the reach of its “Cultural Finance” initiative, offering cultural MSMEs tailored financing options aimed at fostering growth throughout the value chain.
Beyond these investments and financing approaches, CDF launched its inaugural investment report, titled *Saudi Arabia Cultural Market Outlook 2025: Vision, Impact, and Opportunities*. This document outlines the cultural economy and identifies 36 ready-to-invest opportunities put forward by the Ministry of Investment, Invest in Saudi, and CDF.
A digital investment platform has also been established to assist local and international entrepreneurs in discovering opportunities within Saudi Arabia’s burgeoning cultural market.
These initiatives underscore a commitment to collaboration, with CDF forging Memoranda of Understanding with the Ministry of Culture, Ministry of Investment, Sparklabs, and Asyad Holdings to further sector development. Partnerships were also formed with the Royal Commission for AlUla, MBC Group, Rotana Studios, and the Saudi Coffee Company to promote sustainable growth and enhance the cultural sector’s economic and social impact.
