In a move that reflects the UAE’s commitment to developing the civil aviation sector, the General Civil Aviation Authority has launched a series of analytical reports titled “A Perspective from Within: Civil Aviation in the UAE.” These reports discuss key aspects of progress, challenges, and future opportunities, relying on official data and operational experiences. The reports also highlight the strategic approach adopted by the country to enhance its position as an influential international hub in the civil aviation field.
Integrated Aviation Safety System
The UAE is working to build an integrated aviation safety system, ranked among the safest globally. The country achieved a score of 98.86% in the Comprehensive Safety Oversight Audit Program of the International Civil Aviation Organization (ICAO), one of the highest rates in the world, thanks to the implementation of a stringent oversight approach, the use of modern technology, the development of human resources, and the adoption of best international practices. The General Civil Aviation Authority follows a systematic approach to safety oversight, which includes the implementation of renewed national plans and regular evaluation of procedures.
Comprehensive Aviation Safety Strategy
The country’s aviation safety strategy is based on the “National Aviation Safety Plan 2023–2026,” which aligns with the global safety plan from ICAO, within the framework of the State Safety Program (SSP). This plan aims to reduce operational risks and enhance regulatory oversight across all stakeholders, in addition to instilling a safety culture as an institutional principle in aviation.
Investment in Human Capital
Human capital is a fundamental pillar in this framework, as the authority dedicates efforts to qualify inspectors and technical experts and develop their skills to meet modern oversight requirements. In 2024, the Safety Sector of the authority conducted over 900 comprehensive oversight operations, covering all safety requirements in aviation, such as aircraft airworthiness inspections and operational assessments.
Improving Oversight Through Technology
In its efforts to accelerate the pace of oversight, the UAE became the first country in the world to implement a smart oversight system based on risk and artificial intelligence. This system includes real-time dashboards for risk monitoring and smart tools for prioritizing audits, reflecting a commitment to innovation and institutional flexibility as outlined in “We Are the UAE 2031.”
Enhancing Transparency and Addressing Health Challenges
Believing that safety is a collective responsibility, the authority promotes a culture of voluntary reporting through the “VORSY” platform, aimed at gathering information on risks and incidents in aviation. The country also launched a national protocol for monitoring infectious diseases in the aviation sector, which received praise from ICAO and the World Health Organization.
A Global Hub for Dialogue and Innovation
The General Civil Aviation Authority seeks to enhance the UAE’s position as a global hub for discussions on safety and innovation in aviation. By hosting specialized international events, it confirms the integration of regulatory efficiency, technological advancement, and international dialogue, presenting an Emirati model to be emulated in aviation safety and reflecting the country’s status as one of the leading influencers in the future of safe and sustainable civil aviation.
