Labor Market in the UAE: 12.4% Growth in the Private Sector and 7.8% Increase in the Number of Establishments

The labor market in the UAE is experiencing significant growth, with indicators for 2025 showing a substantial increase in the private sector, recording a 12.4% rise in employment and a 7.8% increase in the number of establishments. This success reflects the government’s advanced systems and oversight, showcasing a commitment to balancing economic growth with the protection of workers’ rights. Clearly, these figures also highlight the effectiveness of the adopted policies and procedures, making the UAE labor market an attractive destination for investment and business.

Indicators of Private Sector Growth

The dynamism of the market has allowed businesses to thrive, with the private sector achieving notable growth in employee numbers, contributing to the attraction of further investments. The Ministry of Human Resources and Emiratisation announced a 34% increase in compliance levels in the labor market compared to 2024, indicating the effectiveness of the regulatory systems being implemented.

Improvement in Compliance Indicators

Compliance indicators continued to improve this year, with reported violations decreasing by 13% compared to last year, despite an increase in inspection visits exceeding 695,000. More than 3,000 joint inspection campaigns were conducted with federal and local government entities, contributing to the enhancement of an organized working environment.

Leveraging Technology to Enhance Efficiency

Modern technologies, such as artificial intelligence and data analytics, are contributing to improved monitoring and analysis processes, increasing the effectiveness of inspections. Notably, compliance indicators have shown a significant decrease in violations, including a reduction in violations related to Emiratisation, where those concerning fictitious Emiratisation dropped by 62%. There has also been a recorded decline in occupational health and safety violations.

Firm Action Against Violations

The ministry is taking a firm stance against severe violations that may affect workers’ rights or market integrity. During 2025, approximately 2,600 criminal reports related to serious violations, such as delays in wage payments and non-compliance with labor housing standards, were referred to the public prosecution. This is part of a comprehensive strategy aimed at promoting a sustainable and safe labor market.

These results represent the ongoing efforts of the UAE government to develop the labor market, contributing to the enhancement of the work environment and maintaining its status as an attractive investment hub. It is clear that current trends emphasize the importance of innovation and partnership in shaping the future of work in the country.
