Recently, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, issued Law No. 4 of 2026 regarding the organization of joint housing management in Dubai. This new regulation aims to redefine the framework surrounding shared residential spaces, ensuring that the rights of property owners and residents are safeguarded. With the increasing demand for housing solutions in a rapidly urbanizing city, this law marks a significant step toward establishing a well-regulated environment for shared accommodation in Dubai.
Scope of the New Law
The provisions of the law apply to all real estate units within Dubai, including those in special development zones and free zones. It encompasses property owners authorized to allocate their units for shared accommodation and residents living in these designated units. Furthermore, the law targets licensed establishments permitted by the Commercial Licensing Authority to either manage or lease these properties for shared residential purposes. However, it notably excludes units designated for collective labor housing.
Objectives and Benefits
This legislation aims to create an organized approach to managing shared housing in Dubai, ensuring that the rights of both owners and tenants are upheld. By enhancing the shared housing framework, the law seeks to provide a suitable living environment that meets the diverse needs of the community in compliance with existing health and safety standards. Additionally, it addresses issues related to overcrowding and unregulated housing practices, ultimately improving the security and stability of neighborhoods within the emirate.
Regulatory Oversight and Responsibilities
Dubai Municipality has been identified as the primary authority responsible for regulating shared accommodation. Its roles will include developing public policies and strategic plans related to this area, along with setting conditions for allocating properties for joint housing. These conditions will address maximum allowable occupancy per unit and essential shared services that should be available. Moreover, the municipality will oversee the creation of a unified digital platform to manage requests for residential permits and streamline processes related to shared housing.
Compliance and Enforcement
Under the new law, no individual or entity can allocate a unit for shared housing without securing the necessary permissions. These permits will be issued by the Dubai Municipality, which will assess compliance with various technical and safety criteria. Failure to comply with the law may result in significant fines and may lead to the suspension or cancellation of business licenses. This reinforces the importance of adherence to regulatory standards, ultimately fostering a more orderly residential landscape in Dubai.
With the introduction of this law, Dubai aims to not only enhance the living conditions within shared residential spaces but also to cultivate a thriving, safe, and well-managed urban environment. The commitment to improving shared accommodation reflects the emirate’s dedication to sustainable growth and community well-being.
