Hamdan bin Mohammed: Dubai’s Unstoppable Momentum in Innovation

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai and Vice President of the UAE Council of Ministers, has affirmed Dubai’s commitment to developing future plans that balance economic and population growth while enhancing infrastructure readiness and service efficiency. This vision, inspired by Sheikh Mohammed bin Rashid Al Maktoum, aims to ensure sustainable development positively impacts the wellbeing of both citizens and residents.

Investing in Urban Centres

Sheikh Hamdan remarked, “With Mohammed bin Rashid’s vision, Dubai represents a significant and inspirational human experience. To maintain the leadership of this experience, we are investing in urban centres to build the foundations for a new era of Dubai’s prosperity and global competitiveness. Our vision is to develop integrated communities that meet people’s aspirations and support sustainable growth. Thus, we have adopted a development plan for urban centres with a budget exceeding 2 billion dirhams, which is expected to increase the real estate value of targeted centres by 20 billion dirhams by 2040, thus enhancing the vibrancy and attractiveness of these centres for living, working, and investment.”

Pioneering Sustainable Population Planning

Sheikh Hamdan further elaborated on Dubai’s continued growth as a prime city for living, working, and investing, mentioning its commitment to providing opportunities for investors and entrepreneurs. “We continuously strive to enhance Dubai’s status as a welcoming environment for talents and skills, supported by a diverse community of over 200 nationalities involved in its developmental journey. To solidify this position, we have today adopted the Sustainable Population Planning Policy for Dubai, which aligns population growth forecasts with our economic and urban plans, guiding service and infrastructure development according to the needs of the population,” he said.

Enhancing Quality of Life and Infrastructure

With a focus on striking a balance between economic and population growth, Sheikh Hamdan articulated the goal of ensuring that Dubai’s economic development meets the aspirations of its residents. “Our aim is for Dubai’s economic growth to keep pace with the expectations of its residents, providing opportunities for individuals and families while reinforcing the emirate’s leading role as a hub for skilled talent and investment,” he stated.

Digitally Empowered Governance

Dubai has established itself as a leader among global cities due to its digital services, ranking second in the Smart Cities Index for 2026. “We want your services to continue enhancing this leadership and remain a global benchmark for their ease, efficiency, and integration. To achieve this goal, we have today adopted a Digital Delegation System for individuals and companies, aimed at developing a unified and reliable government experience that meets community and business needs,” Sheikh Hamdan mentioned during the Executive Council meeting.

Detailed Plans for Urban Development

The Executive Council has approved a development plan for urban centres that involves the Dubai Spatial Planning Committee collaborating with relevant authorities. This initiative includes six main urban centres and 42 supporting sub-centres, representing 12% of the urban area. With a budget exceeding 2 billion dirhams, the plan intends to increase the real estate value of the targeted centres by 20 billion dirhams by its completion in 2040. It focuses on three essential aspects: quality of life, economic returns, and the efficiency and cost of infrastructure, directing growth toward concentrating residents and jobs around mass transit stations.

User-Centric Digital Experiences

The newly adopted Digital Delegation System will enable users to authorize others to complete transactions on their behalf through a digital platform supervised by the Dubai Digital Authority. This initiative aims to provide a seamless and safe digital experience while combating fraud and operational risks significantly. The system will facilitate a completely paperless process of creating and managing authorizations using the UAE PASS digital identity, integrating with various applications and services to ensure a unified service experience.

Concluding Vision for Dubai’s Future

Sheikh Hamdan concluded: “The momentum of development and pioneering projects continues, with our everlasting goal to build a better future for the upcoming generations, offering more opportunities and improving the quality of life for the people of Dubai.” The overarching goals of sustainable population planning, enhancing urban centre values, and establishing an efficient digital delegation system exemplify Dubai’s proactive approach to its dynamic growth and commitment to its residents.
