The UAE’s Securities and Commodities Authority (SCA) is poised to unveil a significant transformation in artificial intelligence (AI) and digital transformation in December. This announcement will coincide with new regulatory projects and decisions that aim to further modernise the financial services sector and enhance the readiness of capital markets for the forthcoming phases.
Strategic Developments in Regulation
Walid Al-Awadi, the Chief Executive Officer of the SCA, disclosed that the authority has completed several legislative initiatives as of 2026 and is continually developing its regulatory frameworks. He drew comparisons between SCA’s regulations and those of major global cities such as London, Singapore, and Hong Kong, highlighting their competitive nature.
During the 19th annual conference of the Middle East Investor Relations Association (MEIRA) in Dubai, Al-Awadi emphasised that the SCA regularly issues new decisions and regulations to keep up with sector developments. He noted the authority’s collaboration with regulatory bodies in free zones, with new laws expected to be announced regarding transactions between free zones and the main land in specific financial services sectors.
AI as an Integral Component
Al-Awadi affirmed that AI has now become a fundamental aspect of the SCA’s operations. It is utilised across the organisation, particularly in oversight and investigative functions, alongside technologies that provide predictive capabilities to analyse market developments and potential trends.
In parallel with the digital and legislative transformations, the SCA, in collaboration with MEIRA, has launched a “UAE Investor Relations Professionals Development Programme.” This initiative aims to build a specialised national workforce and enhance professional capabilities within capital markets.
The programme combines the Certified Investor Relations Officer (CIRO) qualification with targeted content on UAE regulatory frameworks. It includes both in-person and remote training, with the first cohort set to commence in the final quarter of 2026. Participants will include Emirati citizens from SCA-supervised entities.
