In a significant milestone for digital governance, the Abu Dhabi Government Empowerment Secretariat has announced that over 95% of its more than 30,000 employees have successfully completed comprehensive training programmes in artificial intelligence (AI). This achievement underscores the emirate’s commitment to becoming a global leader in AI-driven governance.
Investment in AI Initiatives
The Abu Dhabi Digital Government Strategy (2025-2027) represents a transformative step towards establishing the world’s first government primarily based on AI, with investments estimated at 13 billion dirhams. Officials project that this initiative will contribute over 24 billion dirhams to the emirate’s gross domestic product by 2027 and create more than 5,000 new job opportunities.
A Proactive Government Approach
Ahamed Tamim Hisham Al-Kitab, Head of the Secretariat, emphasised that Abu Dhabi is focused on building a government that not only thinks but also designs solutions proactively for the community. “The effectiveness of a government is not measured by the number of services it offers, but rather by the quality of those services and their ability to enhance the quality of life for its citizens,” he stated.
Commitment to AI Integration
Al-Kitab reaffirmed the commitment to Abu Dhabi’s vision of becoming the first government globally to integrate AI deeply into every decision and service provided, aiming for this by the next year.
Innovative Platforms and Learning Opportunities
Central to this transformation is the ‘Tam’ platform, an AI-powered government application serving over 4.5 million users with more than 1,150 services available in over 90 languages. Additionally, the ‘Tamuh’ AI-supported platform has created personalised and interactive learning pathways for over 45,000 beneficiaries, including government employees and job seekers, and has achieved a programme completion rate of 60%, significantly higher than the global average for digital learning.
Legislative Framework and Ethical Standards
This digital transformation aligns with the new legislative framework of the Abu Dhabi government, which includes Law No. 8 of 2025 aimed at supporting this transition. This law reinforces the principles of competence and mandatory professional development, while enhancing performance culture and linking job evaluations to digital competencies and future skills. As a result, the digital strategy’s objectives are supported by clear legal commitments ensuring sustainable transformation.
Key Achievements and Future Prospects
Among the notable achievements of 2025, the launch of AI councils across the emirate ensured that every citizen gains essential AI skills, thereby enabling community members to confidently and effectively use AI tools and solutions. Collaborations with global leaders such as Microsoft and Group G42 have provided scalable sovereign cloud capabilities, with Abu Dhabi experiencing a 7.5% population growth that highlights the success of its talent-attraction and innovation strategies.
Furthermore, the establishment of a unified government data centre, in partnership with ‘E&’, offers a high-capacity data hub, enhancing the security and efficacy of AI tools across more than 40 government entities using shared sovereign data.
Empowering National Competencies
To foster national talent, services directed at job seekers were enhanced through the ‘Mawaheb’ centre, which facilitated training and empowerment programmes for over 10,000 job seekers in 2025. This effort contributed to the employment of more than 6,154 Emiratis across various sectors. During the first quarter of the current year, the centre made significant strides, resulting in the employment of over 1,270 individuals and the enrolment of over 2,700 beneficiaries in training and mentorship sessions.
Ethical AI Practices
The Secretariat has adopted a regulatory framework for the ethical use of AI in its programmes and operations, ensuring compliance with existing laws and global standards. Real-time dashboards are provided for reporting bias and ensuring accountability and transparency for decision-makers and the public.
This ethical commitment is evident in the Tam platform, which implements clear data protection measures, facilitating the automated handling of 96% of transactions through AI, achieving a satisfaction rate of 94% among users.
A Sustainable Future for Abu Dhabi
Through its comprehensive support for government entities, the Secretariat aims to empower them with the necessary tools, platforms, and digital policies to serve the community and businesses more effectively and efficiently.
By steering towards a more dynamic and sustainable government model centred on human needs, the Abu Dhabi Digital Government Strategy (2025-2027) sets the stage for a future where the emirate not only leads in AI governance but also redefines the paradigm of public service delivery.
