Dubai Community Development Authority Secures Legislative Backing

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE and Prime Minister, in his capacity as Ruler of Dubai, has enacted Law No. (12) of 2026 concerning the Community Development Authority in Dubai. This significant legislation aims to streamline social sector regulation, enhance community development, and ensure sustainable societal growth within the emirate. The law also emphasizes the importance of improving the quality of social services, protecting vulnerable populations, and empowering citizens for better living and working conditions in Dubai.

Objectives of the New Law

The recently enacted law outlines the objectives of the Community Development Authority in Dubai, focusing on organizing, developing, and enhancing the social sector. These goals contribute to sustainable community development and the elevation of social services within the emirate. The law also promotes community cohesion and encourages various sectors to participate actively in community responsibilities.

Authority’s Responsibilities

According to the law, the Community Development Authority will oversee crucial responsibilities, including the formulation of strategic plans and social policies that contribute to the sustainable development of the community. Additionally, the authority is tasked with regulating and licensing social services providers and ensuring that essential services are accessible to different segments of society, particularly to the most vulnerable groups.

Protecting the Vulnerable

Protection for minors and those lacking full capacity is a key component of the law. The Community Development Authority is designated as the leading governmental body responsible for providing the necessary social services to these groups. This includes monitoring their living conditions, ensuring their basic needs are met, and safeguarding them from any unjust practices.

Establishment of the Social Observatory

The new law establishes a Social Observatory to analyze various social phenomena in Dubai, aiming to collect data, identify trends, and address emerging issues proactively. This observatory will play a crucial role in fostering an informed understanding of social dynamics and enhancing the effectiveness of social services by creating a comprehensive database that reflects the needs and challenges of the community.

The enactment of Law No. (12) of 2026 concerning the Community Development Authority in Dubai signifies a substantial progressive step towards enhancing social governance and community well-being. By structuring a framework that coordinates social services and includes measures to empower citizens, the law aims to make Dubai an exemplary model for community development.
