Advancing Air Mobility through Strategic Partnerships
This announcement follows last year’s framework agreement intended to expedite the operations of “Archer” in the UAE, reinforcing Abu Dhabi’s position as a leading center for inventive civilian air mobility solutions. Under this partnership, Archer will start operating two “Midnight” aircraft in the initial phase, in collaboration with “Abu Dhabi Aviation,” the largest commercial helicopter operator in the Middle East, and “Etihad Flight Academy.” This phase will also focus on hiring and training local pilots.

Saeed Mohammed Al Suwaidi, Director General of the General Civil Aviation Authority, expressed that “the UAE’s civil aviation sector is witnessing a new phase of well-planned development.” He emphasized the integration of modern air mobility solutions within a secure and efficient operational framework. The General Civil Aviation Authority remains committed to fostering innovation through flexible regulatory frameworks, ensuring that flying taxis operate under the highest safety and efficiency standards. Integrating Air and Ground Transport Systems
Dr. Abdullah Hamad Al Ghafli, Acting Director General of the Integrated Transport Center, noted that the support for this pioneering project aligns with Abu Dhabi’s efforts to develop a secure and advanced air mobility system. This system relies on innovative and sustainable solutions that enhance the integration of various transport modes. The Integrated Transport Center is keen on incorporating flying taxis into the emirate’s multimodal transport framework, enhancing connectivity between land, air, and maritime transport options. The center is tasked with regulatory and supervisory responsibilities within this sector, overseeing the development of legislative frameworks and establishing an integrated air mobility network to ensure optimal safety and operational efficiency.
Adam Goldstein, Founder and CEO of Archer Aviation, stated, “The announcement of this agreement last year was a pivotal moment as we expand into the UAE as our first commercial market. Today, with the implementation of the investment framework, we are closer than ever to achieving our goal, and we thank the Abu Dhabi Investment Office for its support in making this mission possible.” This collaboration with Abu Dhabi Investment reflects the efforts of the Smart and Autonomous Vehicle Industry (SAVI) cluster, which aims to attract and empower quality investments in intelligent transport and its aerial, terrestrial, and maritime applications.
It is anticipated that the SAVI cluster will contribute approximately 22 billion dirhams to Abu Dhabi’s GDP and create 15,000 new jobs, thereby yielding sustainable economic returns in the civil mobility sector and advanced industries while generating quality employment opportunities.
