The agreement was signed in Luanda, representing a shared vision to drive investment in urban planning and sustainable development, with the first phase focusing on the development of Kazanga Island off the city’s coast. The agreement was signed by Khalid Bin Kalban, Vice Chairman and CEO, and Armando Manuel, Chairman of the Angolan Sovereign Wealth Fund, in the presence of the Angolan Secretary of State for Urban Planning, Manuel André da Costa Kangizezi.
The Importance of Investment Cooperation
During the signing of the agreement, Khalid Bin Kalban stated, “This achievement represents a significant strategic milestone in Dubai Investments’ journey, which seeks to expand its global presence.” This collaboration can be seen as a first step towards entering the Angolan market, with the launch of the “Dubai Investment Complex in Angola,” a comprehensive landmark inspired by the success of the complex in the UAE. This agreement reflects Dubai Investments’ ambitions in international markets, based on its extensive experience of over 30 years in developing real estate projects.
Infrastructure Development in Angola
Under the agreement, the Angolan Sovereign Wealth Fund will contribute to investment through a mechanism that grants it ownership rights to land in development areas. This investment model provides Dubai Investments with the opportunity to leverage its expertise in transforming land into integrated urban complexes, contributing to the development of sustainable infrastructure and revitalizing the tourism sector in Angola. This agreement enhances Dubai Investments’ vision for developing modern urban environments that meet market needs.
Kazanga Island’s Location
The first phase of this collaboration will focus on developing Kazanga Island, placing it at the forefront of development projects in Angola. Armando Manuel remarked, “The signing of this agreement reflects our commitment to attracting capital and technical expertise to achieve quality projects,” highlighting the importance of integrating the real estate and tourism sectors to enhance development in the Angolan capital. Additionally, Manuel André da Costa Kangizezi emphasized that “the agreement forms a foundation for enhancing the economic and urban value of the region,” reflecting the state’s commitment to achieving advanced architectural standards and meeting the needs of residents.
