Dubai Municipality, in association with the Dubai Land Department, recently convened the Developers Parks Collaboration Workshop. This strategic assembly was designed to fast-track partnerships between the public and private sectors, ensuring the establishment of high-quality parks throughout the emirate.
Integrating Parks in Dubai Real Estate
The primary goal of this initiative is to enhance the social, recreational, and health benefits of public spaces. By including daily community activities and needs as foundational elements, the integration of parks within real estate developments aims to significantly improve the quality of life for residents.
Senior executives from leading real estate development firms attended the workshop to discuss new operational strategies focused on the activation and enhancement of public green spaces. This collaborative effort seeks to unlock potential partnerships with the private sector, positioning parks as integral to the urban experience.
Reflecting the broader goals of Dubai Municipality, this initiative emphasizes expanding cooperation with developers to uplift the overall well-being of the city’s inhabitants. These efforts align with the strategic vision to make Dubai a more beautiful, sustainable, and livable environment.

The Dubai Land Department is likewise engaged in deepening partnerships with private stakeholders, central to its Dubai Real Estate Strategy 2033. This strategy not only aims to enhance sustainability but also focuses on developing projects that significantly uplift residents’ quality of life.
Bader Anwahi, CEO of the Public Facilities Agency at Dubai Municipality, remarked, “Dubai Municipality’s vision is to be a pioneering municipality for a global city. Realizing that vision means creating public spaces that reflect our ambition and meet the needs of our people.” He highlighted the importance of developers in shaping the future of public spaces like parks and beaches, emphasizing collaboration over directive approaches.
Anwahi also announced a new partnership-driven operating model emphasizing community needs, integrating smart technologies, and offering extensive opportunities for private-sector participation throughout the park development process.
Frameworks for Future Park Development
Mohammed Ali Al Badwawi, the Acting CEO of the Real Estate Regulatory Agency (RERA), emphasized the collaborative nature of Dubai’s development journey. He stated, “Through this workshop, we aim to build a shared platform where public and private sectors can work together to advance the goals of the Dubai Urban Master Plan 2040.”
The workshop outlined various adaptable collaboration frameworks, including Operate and Maintain (OM) agreements and Design–Build–Operate–Transfer (DBOT) models. Each framework aims to align with private-sector capabilities while generating long-term public value, further reinforcing the significance of parks in urban development.
Furthermore, Dubai Municipality introduced a set of archetypal park designs tailored to the diverse needs of urban settings. These designs encompass:
- Destination parks
- Beach parks
- Residential parks
- Nature parks
- Linear parks
This strategic blueprint aims to advance green space development in accordance with the Dubai 2040 Urban Master Plan and the city’s Greenery Strategy.
Parks clearly represent a critical element of Dubai’s long-term environmental sustainability initiatives, nurturing biodiversity, and enhancing the city’s public realm. With studies revealing that proximity to green spaces can elevate real estate values by up to eight percent, the potential long-term value appreciation exceeds AED400 billion ($109 billion), highlighting the financial benefits for developers as well.
