Far from constraining the aspirations of young Emiratis, this strategy guarantees the quality and value of their degrees, paving the way for a brighter future.

Empowering Students Through Structured Guidance

His Excellency Abdul Rahman Al Owais, Minister of Human Resources and Emiratisation and Minister of Higher Education and Scientific Research, emphasized in an interview that the new guidelines for studying abroad are not merely restrictive measures but rather a means of empowering Emirati students. He stated, “This decision is not a limitation but a structured framework that protects their future.” The primary objective is for each Emirati graduate to become a source of pride for their nation, equipped with academic credentials that open doors to postgraduate studies, employment, and professional growth both locally and globally.

Al Owais highlighted that students are granted a full year to adjust their study plans, presenting an essential opportunity for exploring alternative solutions. He enumerated four key benefits of this initiative. Firstly, it ensures the successful investment of students’ academic efforts, providing them with genuine tools for academic distinction and professional success. Emirati students deserve to receive top-notch degrees in prestigious fields to prepare them for future leadership roles.

Diverse and Quality Education Options

Secondly, the decision offers a wide range of prestigious educational options both within and outside the UAE. It acknowledges diverse academic programs across over 400 accredited universities in more than 40 countries, encompassing over 6,300 specialties. This variety helps maintain a balanced educational landscape, with high-quality higher education options readily available.

The third benefit is the essential flexibility afforded to all students. The future of Emirati students remains at the heart of this initiative; hence, they are allowed a full year after the start of its implementation to align their academic plans. During this period, the ministry will provide comprehensive support to facilitate alternative solutions. An exceptions committee has also been established to evaluate special cases fairly, prioritizing the interests of the students.

Quality Assurance and Future Directions

Lastly, the quality of education and the empowerment of future students are national priorities aimed at fostering competitive and innovative human capital. Al Owais reiterated that this framework signifies an opportunity, not a constraint, reinforcing that the goal is to establish a solid educational foundation for Emirati graduates, equipping them with the credentials necessary for higher studies, professional development, and local and international job markets.

Dr. Issa Al Bastaki, President of Dubai University, noted that limiting the criteria to universities categorized within the top 300 globally is a significant advancement for elevating academic outputs. He suggested that there could be a future expansion to include institutions in the top 500, which would continue to offer high-quality educational options without compromising academic standards. He articulated that the new decision addresses the challenges posed by previously unclear criteria, directing students toward globally recognized academic institutions.

Additionally, Dr. Mohamed Ahmed Abdul Rahman, Director of Al Wasl University, highlighted the importance of aligning student specialties with national development priorities to enhance the match between educational outcomes and labor market requirements. He noted that the provision of academic oversight and support through cultural attachés plays a pivotal role in continuously monitoring students’ performance.

Commitment and Compliance

The Ministry of Higher Education confirmed that no scholarship-granting entity is exempt from adhering to the governance decision. This directive targets all organizations sending Emirati students abroad, encompassing federal and local bodies, scholarship programs, as well as semi-governmental or private entities with citizen scholarship initiatives. The criterion is straightforward: the organization must bear the educational expenses of the citizen studying overseas. Should any organization outside this scope wish to send students abroad, the council’s chairman may add representatives to the committee.

Failure to comply with these standards could jeopardize the reputation of scholarship programs in the long term. If a certain entity is perceived as not adhering to the criteria, it risks the recognition of its graduates’ qualifications. To combat the rising costs associated with attending top-ranked universities, alternatives have been provided to enhance the quality of educational outcomes and encourage students to excel academically.
