هيئة البيئة – أبوظبي تصدر القرار رقم (03) لسنة 2026 بشأن القياس والإبلاغ والتحقق من انبعاثات غازات الدفيئة في الإمارة.

بيانات صحفية

Abu Dhabi has taken a significant step in combatting climate change with the issuance of Decision No. (03) of 2026 by the Environment Agency – Abu Dhabi (EAD). This decision establishes a comprehensive system for measuring, reporting, and verifying greenhouse gas emissions across the emirate, streamlining the process through a specialized mechanism for registering and accrediting verifiers based on clear and defined standards.

Transitioning to Effective Implementation

This initiative highlights a crucial transition from merely setting regulatory frameworks to practical implementation founded on reliable and audited climate data. By doing so, it seeks to enhance the competitiveness of industrial sectors within the emirate, supporting a shift towards more efficient and sustainable production methods.

New Reporting Obligations for Emission Sources

Under the new system, facilities subject to the decision are required to submit reports on their emissions for verification by officially registered and accredited verifiers. These verifiers must adhere to stringent technical proficiency and independence standards, alongside specific requirements for report preparation.

Enhancing Demand for Specialist Verification Services

The framework is expected to bolster demand for specialised verification services in Abu Dhabi, opening opportunities for private sector companies, consulting agencies, and qualified local personnel to work in this field. This will contribute to the development of local capabilities in carbon accounting and environmental data auditing.

Scope and Coverage of the Decision

The provisions of the decision apply to facilities operating in targeted sectors within the emirate that produce greenhouse gas emissions at or above the specified threshold set forth in the decision. It also outlines the obligations of operators related to preparing emission measurement plans and reports, as well as verifying their data. Additionally, the decision establishes requirements for facility registration and for the registration and accreditation of verifiers.

Voluntary Participation for Non-Covered Entities

Non-covered entities have the option to participate voluntarily in measuring and reporting their emissions in coordination with EAD and the relevant regulatory authority, in accordance with the stipulated requirements.

Legal Framework and Digital Database

This system is based on the provisions of the Federal Decree-Law No. (11) of 2024 concerning the mitigation of climate change effects. It mandates that competent authorities in the UAE’s emirates coordinate with the Ministry of Climate Change and Environment to develop systems and mechanisms for measuring greenhouse gas emissions, reporting on them, and verifying data accuracy. It also aligns with Law No. (16) of 2005 regarding the reorganisation of the Environment Agency – Abu Dhabi and its amendments.

EAD will establish, operate, and manage a digital emissions database. This database will receive, electronically verify, store, and archive emissions reports, ensuring data quality, accuracy, and confidentiality, while also maintaining up-to-date and well-documented sources.

Leveraging Technology for Better Outcomes

Utilising modern technologies and advanced analytics for data processing and classification, EAD aims to extract key indicators and generate reports for relevant authorities in the emirate. This support will aid in the development of policies and measures to manage emissions effectively, reinforcing evidence-based decision-making and achieving sustainable development goals.
