Recently, the UAE, through its Ministry of Finance, held the inaugural strategic financial dialogue with the Kingdom of Bahrain. This significant meeting aligns with the implementation plan aimed at activating the memorandum of understanding signed between the two nations. The dialogue focuses on enhancing financial collaboration and integration, thereby solidifying the relationship between both countries across four key areas: holding discussions between officials, exchanging experiences and technical cooperation, launching joint initiatives and programs, and monitoring and evaluating execution.
Key Attendees and Objectives
The dialogue was attended by senior officials from both nations. Representing the UAE were Younis Haji Al Khoori, Undersecretary of the Ministry of Finance, and Ali Abdullah Sharafi, Assistant Undersecretary for International Financial Relations. Bahrain was represented by a delegation from its Ministry of Finance and National Economy, including Yusuf Abdullah Al Hamoud, the Undersecretary for Financial Affairs, along with other notable experts.
Younis Haji Al Khoori emphasized that the strategic financial dialogue is a constructive step toward fostering partnership between the UAE and Bahrain. He stated, “This dialogue reflects our commitment to deepening relationships and establishing a comprehensive model for sustainable cooperation.” He noted that these discussions are essential for aligning visions and crafting policies that enhance financial integration and address shared challenges.
Strengthening Financial Cooperation
Furthermore, Al Khoori highlighted the importance of exchanging knowledge to create a regional reference model in financial and economic management. “Building institutional capacities is crucial for ensuring the sustainability of cooperation,” he remarked, underscoring the need for developing human capital and embracing innovation and digital transformation. This focus aims to support developmental plans and foster a culture of excellence.
Yusuf Abdullah Al Hamoud echoed these sentiments, emphasizing the deep-rooted historical relations between Bahrain and the UAE. He expressed gratitude for the warm hospitality extended by the UAE and acknowledged the importance of the financial strategic dialogue in enhancing cooperation. He pointed out the significant focus both countries place on developmental projects funded by the Abu Dhabi Development Fund, which span several vital sectors, including health, housing, energy, and infrastructure.
Four Main Pathways
During the dialogue, four main pathways for implementing the memorandum of understanding were discussed. The first focuses on conducting regular discussions among officials to enhance financial integration and fortify relationships by coordinating fiscal and monetary policies. These sessions will facilitate the exchange of ideas and perspectives on topics of mutual interest, addressing shared challenges in sectors like taxation and customs.
The second pathway emphasizes the exchange of expertise and technical cooperation in financial legislation, tax policies, debt management, and financial technology. This will include initiatives to synchronize positions on matters relevant to regional and international economic organizations, as well as collaborative financial services aimed at optimizing government procurement and resource management.
Initiating Collaborative Programs
The dialogue also encompassed a focus on shared initiatives aimed at developing institutional capacities through joint training programs related to financial policies and regional cooperation. This entails the launch of a unified communication plan to highlight the collective endeavors of both nations in financial matters, alongside a commitment to digital transformation.
Moreover, a coordination team will be established to monitor the progress of the outlined plan, providing periodic reports on performance and achieving objectives. This comprehensive approach guarantees continued engagement and adjustments to the plan with the mutual agreement of both parties. The strategic financial dialogue concluded with a presentation highlighting the financial relations between the UAE and Bahrain, showcasing various projects and innovations from both nations and emphasizing the collaborative efforts to enhance financial integration among them.
